Chapter One: Introduction
1.1 Background of the Study

Borno LGA in Borno State, having experienced electoral challenges such as rigging, violence, and voter suppression, presents a unique case to explore the impact of election monitoring on political accountability (Alhassan & Mohammed, 2023). Monitoring elections by independent observers, civil society organizations, and international bodies has been shown to improve the credibility of election outcomes and promote trust in political institutions (Yusuf & Shehu, 2024). This study seeks to evaluate the extent to which election monitoring in Borno LGA has contributed to enhancing political accountability and fostering confidence in the electoral process.
1.2 Statement of the Problem
Borno LGA has witnessed numerous instances of electoral fraud and violence, undermining the legitimacy of electoral outcomes and eroding public confidence in political institutions. Despite the presence of election monitoring bodies, there are concerns about the effectiveness of these mechanisms in ensuring accountability and deterring electoral malpractice. This study aims to investigate the role of election monitoring in promoting political accountability in Borno LGA, focusing on how monitoring has influenced electoral integrity, public perception, and political leadership.

A limitation of the study is the possible bias in responses from participants involved in the electoral process.
